Thank you for allowing me to represent you in the Georgia General Assembly for House District 83.
I am a life-long resident of the new District 83 in DeKalb County and
I served in the Georgia General Assembly in both the House
of Representatives (1987-1992) and 2002 - present, and the Senate (1993-1998).
My past legislative accomplishments have included authoring and passing significant legislation for the protection of children and consumers, including Georgia's anti-stalking law and legislation to protect neighborhood activists from intimidation. Prior to my elections, I practiced law, was an administrative law judge and an Associate Magistrate Judge.
My volunteer activities have included serving on the Board of the Junior League, and I have been a long-time member of the Decatur Rotary club and of All Saints Episcopal Church, where I teach Sunday school. I have volunteered with the Druid Hills Civic Association and opened my home for their Tour of Homes. I have been given leadership awards by groups as diverse as the YWCA ("Woman of Achievement) and the Garden Club ("Legislator of the Year").
Today, I practice law in Decatur and teach at the Barton
Child Law and Policy Clinic at Emory University School of Law as a Visiting Professor.

A note on the new district:
The new District 83 was created by the federal court in March, 2004 following a litigation challenge to the redistricted maps drawn by the General Assembly. Our district includes the middle Dekalb County neighborhoods of Druid Hills, Fernbank, Northlake, Decatur, Emory, Sagamore Hills, Leafmore Estates, Oakgrove, Rehobeth, and Northlake.

- MMO Introduces Legislation

- MMO has introduced HB 939, with 60 co-sponsors, to expand Georgia's Pre-K Program to three-year-olds. The expansion will be funded with lottery proceeds appropriated from the Lottery for Education Account.
On Janaury 16, MMO also introduced HB 912 to establish a state-wide pouring time for sale of alcoholic beverages, and HB 917 to create an independent election manager. HB 917 is introduced based on recommendations of the Carter-Baker Commission.

- To date, I have co-sponsored legislation that includes a redrafting of Georgia’s living will and medical directive power of attorney (HB 24), new legislation which will mandate a minimum 50 foot buffer on the marshlands along the Jekyll Island coast, and motor vehicle safety measures (HB 5, HB 114, and HB 174). - Eugenics Resolution

I have introduced HR 122, which recognizes the 100th anniversary of the Eugenics movement to forcibly sterilized mentally incompetent citizens of criminals of certain crimes–rape or “deviant behavior”. Georgia passed its forced sterilization bill in 1937 and repealed it in 1973. The resolution described this legislative history and expressed “profound regret” for these actions, and the committee chair where the bill was assigned has not yet allowed a hearing, but a similar resolution has been introduced in the Senate.
